There are typically six steps in the CCC Certification Process:
1. Application
When applying for CCC certification, applicant must first submit application to one of the 9 certification bodies designated by the China Certification and Accreditation Administration (CNCA). Each DCB has been accredited for specific product categories that are covered by the scheme. The DCB will conduct an initial review of the application, and issue an Acceptance Notice to the applicant or its agent if the application is accepted.
2. Type Testing
After receiving the Acceptance Notice from the DCB, the applicant or its agent can send test samples to the designated testing laboratory assigned by the DCB for type testing. Normally 3 - 5 samples will be required for each application unit.
3. Initial Factory Inspection
Typically, initial factory inspection is conducted after type testing is completed. Applicants located outside China can request for Initial Factory Inspection to be conducted concurrently with Type Testing. Initial factory inspection is performed by inspectors sent by the DCB. The initial factory inspection includes assessment of factory quality assurance capability and verification of consistency of the product. The duration of the inspection lasts for 4 to 6 man-day, varying on different product categories.
4. Review and Approval
Once the Type Testing and Initial Factory Inspection are completed, the DCB will review the test report and inspection report before granting approval for the CCC certification.
5. Purchase or Print/Impress the CCC Mark
After the application for CCC certification is approved, the applicant or its agent can purchase the self-adhesive CCC Mark (stickers) from the CCC Mark Management Center by providing a copy of the CCC Certificate. The applicant or its agent may also submit to the CCC Mark Management Center its own design of CCC Mark printing/impressing for approval.
6. Follow-up Inspection
The follow-up inspection is normally carried out at least once for every 12 to 18 months. The first follow-up inspection is generally carried out 12 months after the product is certified. Follow-up inspection can be carried out by local subcontractors, which are entrusted by the designated certification body. The duration of the inspection typically lasts for 1 to 2 man-day.
Equipment modification application
An equipment modification application takes place when changes are made to already-certified equipment. Examples include a change of key technical parameters or model name of the product. The applicant needs to provide document regarding the changes they make. DCB will approve the modification after review the test report issued by the test laboratory.
Certification renewal application
For the following two situations, certification renewal application is required:
(1) The certificate has already expired. In this case, applicant should make a new application instead of renewal application.
(2) The certificate is still valid. The applicant should make a certification renewal application if the applicant would like to change the name of applicant or manufacturer.
The statutory certification time for CCC is 90 days, provided that all the documents and materials you have provided are sufficient and acceptable and the type testing is successful. A manufacturer's application can take 6 to 12 months.
